Brings forward Section 19-5-313 and Sections 19-5-331 through 19-5-343 of the Mississippi Code of 1972 relating to emergency telephone service (911) and enhanced wireless emergency telephone service (E-911) for purposes of amendment.

Establishes a Commercial Mobile Radio Service (CMRS) Board consisting of eight members appointed by the Governor to collect and distribute a $1.00 per month CMRS emergency telephone service charge on wireless connections with primary use in Mississippi.

Requires CMRS providers to act as collection agents, remitting charges to the board within 30 days of collection and retaining 1% as a collection fee; board retains up to 2% for administrative costs.

Distributes collected funds with 30% to the CMRS Fund for administrative expenses and provider compliance costs, and at least 70% to emergency communications districts based on the number of CMRS connections in each district.

Establishes a $1.00 prepaid wireless E-911 charge collected by sellers at point of sale, with 2% seller administrative deduction and 2% Department of Revenue administrative deduction before funds are distributed to the CMRS Board.
