Prohibits health insurers, health care subscription plans, and health maintenance organizations from denying payment for telemedicine services if the same service would be covered when provided in person.

Establishes penalties of $10,000 to $100,000 per violation for insurers that deny payment for required telemedicine services, with all fines collected paid to the Mississippi Trauma Care Systems Fund.

Requires health insurance and employee benefit plans to provide coverage for store-and-forward telemedicine and remote patient monitoring services at the same rates as in-person consultations.

Sets minimum reimbursement rates of $10.00 per day ($16.00 with medication adherence services) for remote patient monitoring and $50.00 per patient for installation/training fees for Mississippi-based telehealth programs.

Allows insurers to charge the same deductibles, co-payments, and coinsurance for telemedicine as for in-person services and to limit coverage to approved telemedicine networks, effective July 1, 2016.
