Revises the definition of small liquefied compressed gas dealers on the State Liquefied Compressed Gas Board by increasing the propane sales threshold from 2.5 million to 5 million gallons per year.

Requires at least three board members to be dealers selling less than 5 million gallons of propane annually.

Authorizes the Commissioner of Insurance to establish a system of fees for individuals and businesses engaged in the liquefied compressed gas business.

Requires permit applicants to pay applicable fees to the Commissioner, with all fees deposited into a special fund in the State Treasury credited to the Mississippi Insurance Department.

Takes effect July 1, 2016.
