Creates the Independent State Agency Appeal Board to receive and review complaints filed against Mississippi state agencies and make determinations on those complaints.

Board membership comprises five members: the Executive Director of the Department of Finance and Administration (or designee), the Director of the Joint Committee on Performance Evaluation and Expenditure Review (or designee), the Chairperson of the Personal Service Contract Review Board (or designee), one individual from the Attorney General's Office, and one individual appointed by the Governor.

Board duties include performing unbiased review of complaints, examining factual basis of evidence, collecting relevant information from the state agency involved, holding hearings if necessary, and making decisions directing parties to comply.

Filing a complaint with the board does not prevent simultaneous or alternative filing in chancery or circuit court and does not conflict with other authorized appeals procedures or complaint processes.

Effective date is July 1, 2016.
