Clarifies that county boards of supervisors have authority to contract with collection agencies to collect fees for disposal or collection of garbage, rubbish, and solid waste.

Requires counties to solicit and receive requests for proposals or requests for qualifications before entering into contracts for collection of garbage, rubbish, and solid waste disposal fees.

Limits collection fees to 25% of delinquent amounts for in-state collections and 50% for out-of-state collections, except when the county has notified the tax collector to prohibit motor vehicle road and bridge privilege license tags, in which case only the delinquent fees may be collected with no additional amount.

Requires private collection agents or agencies to meet all state licensing requirements and private attorneys to be members in good standing of The Mississippi Bar.

Becomes effective July 1, 2016.
