Increases Mississippi Coast Coliseum Commission membership from five (5) to seven (7) members, with five (5) appointed by the Harrison County Board of Supervisors (one per supervisor) and two (2) appointed by consensus of elected mayors from each judicial district in Harrison County.

Changes commission member terms to run concurrently with the appointing official's term of office, allowing removal at will by the appointing authority or by majority vote of the board of supervisors.

Requires Harrison County Board of Supervisors approval for major commission actions including land acquisition, budget adoption, contracts exceeding 180 days, loans or grants, and property sales or exchanges.

Transfers administration of the Mississippi Coast Coliseum and Convention Trust Fund from the commission to the Harrison County Board of Supervisors, restricting expenditures to $2,000,000 until February 16, 2018, then allowing full discretionary spending for capital improvements and debt service.

Exempts the Coliseum Trust Fund (created under Chapter 863, Local and Private Laws of 1987) from state appropriation requirements and establishes July 1, 2016 as the effective date for all changes.
