House Bill 121 Summary

• Authorizes qualified electors to vote early between 21 and 5 days before an election at the registrar's office or designated location.

• Early voting hours are weekdays 8:00 a.m. to 5:00 p.m. (until 7:00 p.m. the last two days) and one Saturday from 8:00 a.m. to 4:00 p.m.; early voting does not occur if only one candidate qualifies for each ballot office.

• Voters must appear in person at the registrar's office, sign a receipt book, and vote under the same procedures as on election day; all early votes are final and announced simultaneously with election day votes.

• Candidates and their representatives have the right to be present during early voting and challenge voter qualifications in the same manner as at polling places on election day.

• Secretary of State shall promulgate rules and regulations for early voting; voters casting early ballots are no longer eligible to vote absentee ballots, and absentee ballot application deadlines are moved to the first day of the early voting period.
