Establishes a Municipal Water, Sewer and Wastewater Systems Repair and Replacement Grant Program administered by the Department of Environmental Quality to assist municipalities with repair and replacement costs for water, sewer, and wastewater treatment infrastructure.

Requires municipalities to submit a plan detailing proposed projects, existing system conditions, and proposed repairs or replacements to be eligible for grants.

Requires municipalities to provide matching funds equal to 20 percent of the grant amount as a condition of eligibility.

Creates the Municipal Water, Sewer and Wastewater Systems Repair and Replacement Grant Program Fund in the State Treasury to be funded by legislative appropriations and other designated monies, with unexpended balances and interest retained in the fund.

Grants the Department of Environmental Quality authority to supervise grant funds, review and certify projects, maintain records, and adopt rules necessary to implement the program.
