Amends Section 19-5-153 to allow tracts of land initially excluded from a district (because they exceeded 160 acres and owners did not sign the petition) to be incorporated into the district if subsequently subdivided into parcels under 160 acres, with approval by majority vote of both the county board of supervisors and the district board of commissioners.

Brings forward Section 19-5-189 (allowing board of supervisors to levy special taxes up to 4 mills annually on taxable property in districts for operation, maintenance, or bond retirement) without amendment.

Brings forward Section 19-5-191 (establishing procedures for assessing charges on benefited properties to fund debt service for special improvement bonds) without amendment.

Effective date is July 1, 2016.
