Creates a seven-member Board of Directors for the Jackson County Utility Authority upon consolidation with the Mississippi Gulf Coast Regional Wastewater Authority.

City of Gautier appoints one director for an initial three-year term; Jackson County Board of Supervisors appoints two directors for initial terms of two and four years respectively, all residing in their respective jurisdictions.

Changes director term length from six years to four years after initial terms expire, with appointees serving at the pleasure of their appointing authorities.

Requires majority vote for standard board actions, but mandates unanimous vote for rate increases, bond issuances, or capital improvements.

Takes effect July 1, 2016.
