Reconstitutes the Jackson County Utility Authority board to consist of seven directors effective July 1, 2016, with appointments from the City of Pascagoula (1), City of Moss Point (1), City of Ocean Springs (1), City of Gautier (1), and Jackson County Board of Supervisors (3).

Reduces the appointed term length for directors from six years to four years after initial terms expire, and allows directors to be removed at the will and pleasure of the appointing authority.

Removes the prohibition against elected officials serving on the board.

Establishes a quorum requirement of four members from the seven-member board, with four affirmative votes needed to pass most initiatives; bond issues, capital improvements, and rate increases require unanimous consent.

Initial director terms are staggered at two, two, three, three, two, three, and four years to ensure continuity.
