Removes the requirement that local authorities complete an engineering and traffic investigation before establishing speed limits on streets, county roads, or intersections within their jurisdictions.

Allows municipalities and boards of supervisors to determine and declare speed limits by ordinance based on conditions they determine to be reasonable and safe, effective upon posting appropriate signs.

Maintains minimum speed limit floor of 15 miles per hour for all locally-established speed limits.

Requires local authorities to immediately lower maximum speed limits on local highways to no more than 55 miles per hour when the Mississippi Transportation Commission lowers state highway speed limits in response to federal laws or energy conservation guidelines.

Takes effect July 1, 2016.
