Amends Mississippi Code Section 97-15-13 to establish that any person who discharges a firearm while hunting on public roads, highways, levees, railroads, or their right-of-way is guilty of a misdemeanor punishable under Section 49-7-141.

Exempts law enforcement officers performing official duties and persons engaged in lawful self-defense from the firearm discharge prohibition.

Applies the regulations during open seasons on deer and turkey only.

Defines "firearm" as any firearm other than a handgun and "unloaded" with specific requirements for different firearm types.

Takes effect July 1, 2016.
