Prohibits operation of automated consumer electronic device purchasing machines (kiosks that buy back personal electronics for cash, credit, or charitable donations) within any municipality, county, or political subdivision of Mississippi.

Makes it illegal for any person to locate, install, operate, or assist in the installation or operation of such machines, or allow them to be operated.

Defines "automated consumer electronic device purchasing machine" as any automated self-serve kiosk that purchases personal electronic devices for immediate cash, credit, or charitable donation.

Defines "consumer electronic device" to include cell phones, MP3 players, tablets, and similar devices or machines.

Effective date: July 1, 2016.
