Removes the city or town clerk as an elective officer in municipalities operating under a code charter, effective July 1, 2017.

Requires governing authorities of municipalities to appoint a city or town clerk instead of having the position elected.

Allows municipalities to combine the clerk position with other offices such as marshal or tax collector/assessor through ordinance.

Permits governing authorities to make other offices (marshal, tax collector, tax assessor) appointive rather than elective, with appointees serving at the pleasure of the governing authorities.

Prohibits ordinances changing office positions from being adopted within 90 days before a regular municipal election or taking effect during the term of an affected officer.
