Amends Section 93-1-17 of the Mississippi Code to authorize city council members and aldermen to solemnize marriages within their respective counties.

Expands the list of individuals authorized to perform marriages to include aldermen and city council members, alongside existing authorities such as judges, ministers, rabbis, and board of supervisors members.

Marriages must take place within the respective county where the council member or alderman holds office.

Validates marriages performed by mayors prior to March 14, 1994, provided they meet requirements under Section 93-1-18.

Effective date: July 1, 2016.
