Authorizes county boards of supervisors to assess cleaning costs and penalties against property owners as either a civil debt or as a lien against the property.

Expands the types of property counties can clean to include abandoned buildings, fences, and concrete slabs in addition to existing categories.

Removes the $20,000 annual cost limitation for removal of hazardous substances from menaced properties, allowing actual costs to be charged without cap.

Establishes that liens placed on property for cleanup costs shall follow the property title and can be enforced through tax sale procedures with standard redemption rights.

Allows counties to reenter cleaned properties up to 6 times per year for building/fence removal and 12 times per year for grass cutting and debris removal without additional hearings.
