Amends Section 21-19-65 of the Mississippi Code to authorize county boards of supervisors to expend county general fund monies to match other funds for social and community service programs.

Expands eligible programs to include juvenile residential treatment centers, halfway houses, prenatal care facilities, child day care facilities, domestic violence shelters, sexual assault programs, mentally ill and alcoholics halfway houses, child and adult emergency shelters, and elderly home health aides programs.

Adds domestic violence shelters and sexual assault programs to the list of qualifying social and community service programs that counties may fund.

Takes effect July 1, 2016.
