Eliminates the requirement for disabled persons to submit physician certification annually when renewing special motor vehicle license plates or decals for disabled parking privileges.

Allows disabled persons to retain and renew their special license plates and decals annually without providing updated medical documentation, provided initial application included physician certification that disability would last at least five years.

Applies to both special license plates bearing the International Symbol of Access and decals for vehicles displaying disabled American veteran tags.

Retains the requirement for physician certification only at the time of initial application to establish that the applicant meets the disability definition and will have the disability for at least five years.

Takes effect July 1, 2016.
