Requires blood tests for any motor vehicle operator on public or private property who causes serious bodily harm or death to another person, administered within two hours of the accident if possible.

Mandates law enforcement officers obtain chemical tests when they have reasonable grounds to believe a person operated a vehicle in an accident resulting in serious bodily harm or death.

Makes test results available to the district attorney of the county where the accident occurred and admissible as evidence in court without the tested person's consent.

Prohibits any person from refusing to submit to a chemical test required under this section.

Analysis of blood or urine samples must be conducted by the Mississippi Forensics Laboratory or an approved laboratory, and takes effect July 1, 2016.
