Establishes a "Troop X Trooper School Revolving Fund" administered by the Mississippi Department of Public Safety to support and maintain the state trooper school.

Deposits lapsed salary funds from trooper retirements, resignations, deaths, or terminations into the revolving fund annually, with transfers approved by the Commissioner of Public Safety and State Treasurer.

Directs fund transfers to cover trooper school operational expenses when sufficient balance accumulates, approved by the Commissioner and State Fiscal Officer.

Authorizes the Governor to transfer up to 2.5% of the fund balance to other Mississippi Department of Public Safety budget categories during emergencies, with notification to the Legislative Budget Office.

Takes effect July 1, 2016.
