Increases the fine for littering from $50-$250 to a flat $500 for throwing cigarettes, cigars, or other fire-starting materials on roads, highways, rights-of-way, or private property

Raises the mandatory assessment on each littering violation from $50 to $500, with funds going to the Law Enforcement Officers Monument Fund and later to scholarships for children of deceased or disabled law enforcement officers and firefighters

Doubles minimum and maximum fines for second or subsequent littering convictions

Requires repeat offenders to remove discarded waste, repair property damage, perform community service related to litter removal, and pay investigative and prosecutorial costs

Effective date of July 1, 2016
