Requires persons arrested for DUI to remain in custody of the arresting law enforcement agency for no less than 24 hours.

Modifies first offense DUI penalties to require minimum 24 hours (instead of no minimum) but no more than 48 hours in jail, with fines of $250-$1,000.

Allows courts to require attendance at victim impact panels in addition to (rather than instead of) jail time for first offense DUI convictions.

Maintains existing penalties for second, third, and subsequent DUI offenses, as well as aggravated DUI and DUI child endangerment provisions.

Takes effect July 1, 2016.
