Restricts the nonadjudication option for first-offense driving under the influence (DUI) to persons who hold a valid Mississippi driver's license.

Non-Mississippi residents and holders of commercial driver's licenses remain ineligible for nonadjudication of DUI charges.

Maintains existing DUI penalties, license suspensions, and ignition-interlock device requirements for all offenders regardless of residency status.

Requires courts to maintain a confidential registry of nonadjudicated DUI cases to prevent repeat nonadjudications and to track offender eligibility.

Takes effect July 1, 2016.
