Changes jurisdiction for driver's license suspension appeals from chancery court to circuit or county court.

Requires all license suspensions and restrictions to run consecutively rather than concurrently.

Increases license suspension period to one (1) year for refusal of chemical test if person has prior first offense or nonadjudication conviction.

Revises DUI offense definitions and penalties, including creating new fourth or subsequent offense (felony with 2-10 years imprisonment and $3,000-$10,000 fine within 10 years).

Repeals vehicle seizure and forfeiture provisions for third or subsequent DUI violations, and replaces with impoundment/immobilization requirements for second or subsequent offenses.
