Creates the DUI Information Exchange Improvement Task Force with 11 members to study information flow between trial court clerks, judges, DUI prosecutors, Driver Services Division, Criminal Information Center, and law enforcement agencies to improve enhanced penalties for repeat DUI offenders.

Task force must report findings to the Legislature and Governor by December 1, 2016, and automatically repeals on July 1, 2017.

Designates Mississippi State University's Social Science Research Center to provide staff assistance to the task force.

Amends Mississippi Code to require the Mississippi Justice Information Center to coordinate standardization of DUI offense reporting and information flow between judges, clerks, prosecutors, and law enforcement agencies.

Requires trial court clerks to mail or deliver certified copies of traffic citations and court records to the Commissioner of Public Safety within five days of DUI convictions, with a civil fine of $100 per violation for non-compliance.
