Changes jurisdiction for appeals of driver's license suspensions from chancery court to circuit or county court.

Requires all license suspensions and restrictions to run consecutively rather than concurrently.

Increases license suspension for test refusal to one (1) year for persons with a prior DUI offense or nonadjudication, up from ninety (90) days.

Revises DUI offense penalties including creating a new fourth or subsequent offense category (felony with 2-10 years imprisonment and $3,000-$10,000 fine) and requiring court determination of indigence for ignition-interlock device costs.

Repeals vehicle forfeiture provisions for third or subsequent DUI violations and mandates court clerks submit charging and disposition information to Department of Public Safety within five (5) days under penalty of law.
