Raises the minimum legal age to purchase tobacco products from 18 to 21 years old, effective July 1, 2016.

Requires distributors to verify recipients are at least 21 years old by examining government-issued photographic identification before selling any tobacco product.

Mandates retailers post clearly visible notices stating "No person under the age of twenty-one (21) may purchase tobacco products" in letters at least one-half inch high.

Establishes penalties for violations: first offense $300 minimum, second offense $600 minimum, and $1,000 minimum for subsequent offenses; minors attempting to purchase face $10 for first offense and $50 for subsequent offenses or 48-72 hours community service.

Authorizes the State Department of Health to conduct random, unannounced inspections at tobacco retail locations to ensure compliance with the new age restriction law.
