Mandates primary automobile insurance coverage of at least $50,000-$100,000 per person/$25,000 property damage when drivers are logged on but not actively providing rides, and $1,000,000 coverage during prearranged rides.

Establishes driver qualification standards including background checks, driving history reviews, and prohibitions on drivers with more than three moving violations in three years or certain criminal convictions within seven years.

Classifies drivers as independent contractors (not employees) if the company does not prescribe work hours, restrict use of competing platforms, assign territories, or restrict other employment.

Restricts local governments from imposing taxes, licenses, or operational requirements on transportation network companies, reserving regulation exclusively to the state Department of Insurance.
