Allows a person with a felony conviction to be approved for a manager's permit under the local option alcoholic beverage control law if at least five years have passed since release from incarceration for that conviction.

Requires the Department of Revenue to consider the felony conviction when evaluating whether the applicant meets all other qualifications for manager approval.

Changes references from "commission" to "department" throughout Section 67-1-57 to reflect the administering agency for alcohol beverage permits.

Requires all managers to be approved by the Department of Revenue prior to performing any managerial tasks on behalf of the permittee.

Takes effect July 1, 2016.
