Authorizes the Department of Human Services to relocate vulnerable persons to care facilities or replace caretakers with department-selected alternatives during abuse investigations, known as "Nancy's Law"

Requires the department to initiate investigations within 48 hours if immediate attention is needed or within 72 hours if the vulnerable person is not in immediate danger

Allows the department to petition courts for injunctive relief when caretakers refuse to allow investigations or interfere with provision of protective services

Permits courts to authorize protective services for up to 18 months for vulnerable persons who lack capacity to consent, with authority to appoint guardians or conservators (but not the department as guardian)

Authorizes the department to provide emergency services without consent when a vulnerable person faces imminent danger of death or irreparable harm, with court petition required within 48 hours; effective July 1, 2016
