Amends Mississippi Code Section 97-23-93 to revise penalties for shoplifting convictions.

For third or subsequent shoplifting convictions, increases felony penalty from 3 years imprisonment to 5 years, and increases maximum fine from $1,000 to $5,000.

Removes prior language limiting the enhanced penalty to merchandise valued between $500-$1,000, making the increased penalty applicable to all third or subsequent convictions regardless of merchandise value.

Maintains existing penalties for first and second convictions (misdemeanors with up to $1,000 fine and/or 6 months jail, with presumption of probation unless court finds public safety risk).

Takes effect July 1, 2016.
