Authorizes Mississippi Highway Safety Patrol officers to engage in secondary nongovernmental employment if it does not conflict with primary duties or discredit the agency.

Prohibits officers from secondary employment involving conflicts of interest, interference with state duties, use of police authority, debt collection, repossession, bail bonding, private investigation, or adult entertainment.

Prohibits officers from testifying against other law enforcement agencies in legal proceedings and from working at establishments where alcoholic beverages are the primary business, unless commissioner determines alcohol sales are incidental.

Requires private employers to submit an Off-Duty Police Services Information form to the relevant troop commander detailing employer information, job duties, dates of employment, firearm provisions, and agreement to provide records and recordings upon request.

Authorizes the commissioner to prohibit officers from secondary employment if conflicts of interest are discovered, employment interferes with primary duties, or department disciplinary standards are violated; effective July 1, 2016.
