Creates a distinctive "One Coast" license plate available to Mississippi residents for an additional $30 fee on top of standard registration taxes and fees, effective July 1, 2016

Distributes the $30 fee as follows: $24 to the Mississippi Gulf Coast Convention and Visitors Bureau, $2 retained by the county tax collector, $2 to the State Highway Fund, $1 to the Mississippi Burn Care Fund, and $1 to a special fund under Section 27-19-44.2

Requires the Department of Revenue, in consultation with One Coast, to design the tag's color and appearance

Replacement tags for lost or stolen plates cost $10, with 5% retained by the tax collector and the remainder distributed according to the standard fee allocation

Tag owners must surrender their regular license plate upon receiving the distinctive tag and pay the additional fee annually at renewal to retain it
