Requires municipalities seeking to annex unincorporated territory to certify that more than 50% of residents in the affected census block are included in the proposed annexation.

If 50% or fewer residents in the census block are included in the annexation, the municipality must cede control over zoning, subdivision, and alcohol regulations to the county board of supervisors.

Requires annexation ordinances to define the territory, describe proposed improvements and services, and state the timeline for implementing those improvements.

Requires chancellors reviewing annexation cases to verify that municipalities complied with the census block population requirements before approving annexations.

Takes effect July 1, 2016, and requires withdrawal of any pending annexation actions filed under prior law.
