Authorizes municipalities with populations of 300 or fewer operating under code charter form of government to elect three aldermen instead of five.

Three aldermen may be elected at-large or the municipality may be divided into two wards with one alderman from each ward and one at-large.

Requires a petition from 20 percent of qualified electors to trigger a special election where voters determine whether aldermen are elected at-large or by wards.

Existing aldermen in qualifying municipalities shall serve out the remainder of their current terms before any reduction in aldermen numbers takes effect.

Takes effect July 1, 2016.
