Amends Section 33-15-17 of the Mississippi Code to allow a county official authorized by the board of supervisors to proclaim a local emergency, in addition to the mayor or governing body.

Requires the board of supervisors to ratify any local emergency proclamation made by an authorized county official at the first regular meeting following the proclamation or at a specially called meeting.

Maintains existing requirements that the governing body review the need for continuing a local emergency at least every 30 days and proclaim termination at the earliest appropriate date.

Preserves authority of the governing body to promulgate orders and regulations during a local emergency, including curfew orders to protect life and property.

Takes effect July 1, 2016.
