Defines "online pharmacy" as any entity or website that knowingly delivers, distributes, or dispenses controlled substance prescriptions via the Internet, including websites selling controlled substances, entities paying pharmacies to fill prescriptions from Internet-referred practitioners, and pharmacies filling prescriptions for website customers.

Requires online pharmacies to purchase the "no-calls" database and prohibits them from making telephone solicitations to consumers who have registered objections, regardless of any exemptions that might otherwise apply.

Eliminates the exemption for telephone solicitors with established business relationships, specifically providing that online pharmacies cannot claim this exemption even if they have an existing relationship with a consumer.

Effective July 1, 2016.
