Amends Section 25-9-120 of the Mississippi Code to exempt contracts for actuarial services entered into by the Mississippi Department of Insurance from Personal Service Contract Review Board review.

Adds actuarial service contracts to existing exemptions from board review, which already include IT services (Mississippi Department of Information Technology Services), transportation contracts (Mississippi Department of Transportation), and attorney, accountant, auditor, architect, engineer, and utility rate expert services.

Maintains all other provisions of the Personal Service Contract Review Board's authority, including approval requirements for personal and professional services contracts exceeding $75,000 and promulgation of procurement standards and procedures.

Takes effect upon passage.
