Exempts information that is part of ongoing negotiations related to quotations, bids, requests for qualifications, or requests for proposals from public records disclosure until after contract execution.

Requires public bodies to produce requested information from quotations, bids, or proposals no later than seven business days after execution of the purchase, contract, or lease.

Maintains existing seven working day deadline for producing other public records, or fourteen working days if the public body provides written explanation why records cannot be produced sooner.

Brings forward Section 25-61-9 regarding trade secrets and confidential commercial information to allow for possible amendment.

Takes effect July 1, 2016.
