Amends the approval timeline for contracts submitted to the Personal Service Contract Review Board, changing from 30-day approval to approval if the board does not object at the meeting in the month following submission.

Requires all contract submissions to be made 30 or more days before the monthly meeting of the Personal Service Contract Review Board.

Maintains the board's authority to review and approve personal and professional services contracts exceeding $75,000 and to establish procurement standards and competitive bidding requirements.

Effective July 1, 2016.
