Requires public bodies to post notice of called special meetings to their website at least 24 hours before the meeting begins.

Mandates that notice of called special meetings be transmitted via hand-delivery, facsimile, or email at least 24 hours in advance to newspapers of general publication, and local television and radio stations in the municipality or county where the public body is located.

Exempts emergency meetings due to natural disasters from the additional 24-hour website and media notice requirements.

Requires state agencies to submit notice of regular meetings to the Department of Finance and Administration at least 24 hours before the meeting for posting on the state's searchable transparency website.

Takes effect July 1, 2016.
