Amends Section 39-5-3 of the Mississippi Code to change the appointment process for the nine-member Board of Trustees of the Department of Archives and History from election to gubernatorial appointment with Senate confirmation.

Current trustees serving on July 1, 2016, and their successors continue until their terms expire, with new appointments following a phased transition through 2028.

Future trustee appointments distributed by congressional district: two from First District and one from Second (terms ending July 1, 2024); one from Second District and two from Third (terms ending July 1, 2026); two from Fourth District and one at-large (terms ending July 1, 2028).

Governor fills all board vacancies in the same manner as original appointments, with names sent to the State Senate for confirmation; if the Senate rejects an appointee, the Governor fills the vacancy.

All trustees serve six-year terms from the expiration date of the previous term; the act takes effect July 1, 2016.
