Revises Section 25-61-9 to establish a specific 10-day timeline for public bodies to release records containing trade secrets or confidential commercial or financial information, replacing the previous "reasonable period of time" standard.

Requires third parties seeking court protection for records to notify the person requesting the records of the hearing date to determine whether records contain trade secrets or confidential information, and prohibits court orders from being issued without such notification.

Adds "public hospital" to the list of entities whose proprietary information developed under contract is exempt from public disclosure.

Brings forward Sections 25-61-5, 75-26-5, and 75-26-11 for possible amendment without substantive changes to those sections.

Takes effect July 1, 2016.
