Exempts the University of Mississippi Medical Center (UMMC) teaching hospital and related facilities from state purchasing regulations and competitive bidding requirements for clinical-use commodities.

Clinical-use commodities covered by the exemption are limited to medical devices, biologicals, drugs, and radiation-emitting devices as defined by the FDA, intended for disease diagnosis, treatment, mitigation, or prevention.

Removes UMMC teaching hospital from oversight by the Public Procurement Review Board and eliminates requirements to comply with state equipment purchasing, master lease-purchase programs, and bidding procedures under Sections 27-104-7, 31-7-9, 31-7-10, 31-7-11, 31-7-12, and 31-7-13.

Allows UMMC to establish its own purchasing practices and procedures for clinical commodities while maintaining existing authority for group purchasing arrangements and managed care operations.

Effective date: July 1, 2016.
