Requires the Department of Finance and Administration to adopt policies governing how state agencies accrue and use rebates from bank-issued procurement cards (p-cards).

Mandates that rebates from purchases made with general funds must be deposited into the state general fund, while rebates from special fund purchases may be accessed by the originating agency.

Directs the Department of Finance and Administration to work with issuing banks to verify the state is receiving full rebate benefits and provide annual reports to agencies showing rebates attributable to their purchases.

Brings forward existing sections 27-104-33, 31-7-9, and 37-181-5 of Mississippi Code regarding electronic payment policies, procurement card regulations, and education scholarship accounts for possible future amendment.

Takes effect July 1, 2016.
