Appropriates $75,000 from the State General Fund to the Department of Finance and Administration for fiscal year 2017 to conduct a study of the alcoholic beverage industry and Alcoholic Beverage Control Division operations.

Requires the Department to contract with a third party to study the impact of allowing wine sales with more than 5% alcohol by weight in retail food stores on the ABCD's wine supply and demand.

Mandates recommendations on modifications to ABCD operations including improved permit issuance processes, ordering procedures, reporting systems, and additional shipment points for orders.

Study findings and recommendations must be submitted to the Legislature for the 2017 Regular Session.

Takes effect July 1, 2016.
