Amends Section 25-9-120 of Mississippi Code to authorize the State Personnel Board to charge fees to agencies and institutions for services rendered under personal service contract review provisions.

Establishes the Personal Service Contract Review Board composed of the State Personnel Director (chair), two gubernatorial appointees, two Lieutenant Governor appointees, and the Finance and Administration Executive Director (ex officio).

Board members must have at least five years of management experience in business, healthcare, or finance, and cannot have financial interests in companies subject to board approval or own more than 5% of contracting sources.

Board requires approval for personal and professional services contracts exceeding $75,000 and must establish competitive bidding standards, though agencies can petition for relief under specified circumstances including federal law limitations or professional conduct rules.

Effective date is July 1, 2016.
