Prohibits youth court judges from designating employees of the Mississippi Department of Human Services as their designee, adding this restriction to existing prohibitions on designees involved in law enforcement.

Transfers responsibility for maintaining the state central registry of youth court cases from the Office of Youth Services to the Administrative Office of Courts, effective July 1, 2016.

Requires youth courts to submit case information to the Administrative Office of Courts through the Mississippi Youth Court Information Delivery System (MYCIDS) or other forms instead of to the Office of Youth Services.

Maintains confidentiality protections for all records in the central registry, with civil penalties for unauthorized disclosure.
