Establishes a three-year pilot program beginning in the 2016-2017 school year allowing Harrison County Youth Court and public school districts to enter written memoranda of understanding to share records about neglected or abused children.

Records shared under the memorandum may include information about children adjudicated as neglected or abused, or suspected of being neglected or abused, by the youth court.

Receiving institutions must certify in writing that shared records will not be disclosed to third parties and must destroy records once the child reaches age 21.

Exempts record disclosures under this pilot program from the requirement of obtaining a court order specifying the recipients and purposes of disclosure.

Amends Mississippi Code Section 43-21-261 to add an exception for the pilot program to the general confidentiality requirements for youth court records involving children.
